Whether it takes you a number of proposals to finally success, or whether you are successful first time - a lot will depend on the type of grant you apply for, and the reasons why you are applying.
Basically, government grants are a facility put in place to cater for projects, ventures, activities and purchases which would not normally be financially wise for the state to make. They also allow for a medium of distribution which could be bias to a particular group of people, without appearing that way.

Grants Are Government Spending
We all know that the government spends a large amount of money on roads, infrastructure, societal development, and other things which are pivotal to the functioning of our civilizations. Interestingly, however, the government also contributes a decent amount of revenue to more personalized projects - which is what we refer to as government grants.
There are a number of different categories which the government actively makes money available to in the form of grants. Most of these are given out to community organizations, business development groups, educational facilities, and individuals themselves. Of course, the reasons for a government grant being accepted and rewarded to a person or entity vary greatly.
Discretion is utilized here. As we said in the introduction - unlike typical government spending which is only bias to the population size or ethnicity - government grants allow for the isolation and targeting of particular groups of people - if that is what the government so desires. An example of this would be a grant given to a school in a very poor area. In this way, the government is providing money to a poor area or community, and is hence being bias towards this area of society.
